New Food Security Doctrine Approved
On January 21, President of the Russian Federation Vladimir Putin signed a decree approving the new edition of the Food Security Doctrine of the Russian Federation. The previous version of the document was valid from 2010.
The doctrine provides for a change in the previously adopted methodology for calculating food security. To assess it, instead of the share of domestic production in total domestic consumption, an international indicator of self-sufficiency will be used. It includes not only the ratio of production to consumption, but also the compliance of products with the requirements of the EAEU technical regulation, as well as the calculation of the economic and physical availability of food.
The Food Safety Doctrine included new product groups - vegetables and melons, fruits and berries, seeds. The share of domestic production in domestic consumption should be at least 95% for grain, 90% for vegetable oil, 90% for sugar, 85% for meat and meat products, 90% for milk and dairy products, 95% for potatoes, 90% for vegetables, 60% for fruits and berries, 85% for fish and fish products, 75% for seeds of domestic selection and 85% for salt.
“The new edition of the Food Security Doctrine meets the urgent tasks of the Russian agro-industrial complex, takes into account aspects of the country's socio-economic development and aims to expand the accessibility of basic types of food for citizens. Over the past period, since the adoption of the first Doctrine in the agricultural sector, a number of significant changes have taken place, the import substitution strategy has been replaced by an export-oriented model for the development of the industry. Risks associated with working in new markets and deepening integration within the EAEU and other international organizations have arisen with new tasks. It will strengthen the food independence of Russia and protect both consumers and domestic producers, ”said Minister of Agriculture Dmitry Patrushev.
Implementation of the Doctrine will ensure food security of the country, predict and prevent risks of socio-economic development and threats to national security, as well as create conditions for the balanced development of the agricultural complex of Russia and improve the welfare of the population.
